Want to Get Rich Reporting Fraud? Trump’s New Program Has a Catch: WHIP

1 min read

The U.S. government has launched a new incentive program to encourage citizens to report suspected fraud; the initiative offers financial rewards for tips leading to criminal charges.

The Justice Department and the Trump administration have both announced the creation of the Fraud Whistleblower Incentive Program (WHIP), a $25 million initiative aimed at combating fraud across federal programs. Attorney General Todd Blanche stated that WHIP offers an opportunity for everyone to “be part of the solution, help expose fraud, and be rewarded quickly for their efforts.” Assistant Attorney General Colin M. McDonald added that the program is an “innovative tool” that will “enlist the public as part of the fraud-fighting apparatus and reward them quickly.”

Under WHIP, individuals can receive an award of $10,000 to $30,000 for information leading to criminal charges, with payments made at an earlier stage of prosecution than most existing programs. This offers whistleblowers “more certainty about the amount and timing of a possible reward payment,” according to the Justice Department. The program covers offenses related to federal health care, and fraud on government programs administered by various departments including Agriculture, Labor, and Health and Human Services.

President Donald Trump announced the program, stating that whistleblowers could “become rich” and that the government is committing $25 million to its implementation. The White House indicated that tips can be submitted through fraud.gov and that the Justice Department will administer the program. Critics have raised concerns about the program’s contradictions and the administration’s past actions regarding fraud enforcement.
